## At a glance

- Regular council meetings start at 6 p.m. in Council Chambers, 2nd floor, City Hall, usually twice a month.
- Agendas are posted five calendar days before each meeting. Meetings are livestreamed on the City’s YouTube channel.
- To speak to council as a delegation, apply at least two weeks ahead. Presentation materials are due 12 days ahead.
- Written submissions for an agenda must arrive by noon, six calendar days before the meeting.
- At public hearings you can speak in person, by Zoom or by phone for up to 10 minutes.

Council decisions happen in public meetings, and there are several ways to be heard: writing a letter, presenting as a delegation, or speaking at a public hearing. Here’s how each one works.

## Types of meetings

| Meeting | Usual time | Open to public? | Recorded? |
| --- | --- | --- | --- |
| **Regular council** | 6 p.m. | Yes | Livestreamed and archived |
| **Budget council** | 1 p.m. | Yes | Yes |
| **Committee of the Whole** | Varies | Check the notice | No |
| **Closed council** | 3:30 p.m. | No (limited topics such as land, legal and personnel) | No |
| **Standing and advisory committees** | Varies | Check the notice | No |

All council meetings are in **Council Chambers, 2nd floor, City Hall, 1100 Patricia Boulevard**, unless council decides otherwise. Regular meetings are usually held twice a month, most often on **Mondays** (some fall on Wednesdays). The City publishes a full-year meeting calendar (2026 and 2027 are both posted).

## Agendas, minutes and video

- **Agendas** are posted **five calendar days** before each meeting on the meetings, agendas and minutes page. It has a searchable archive (use `+` between keywords to match all of them).
- **Livestreams:** regular meetings are currently streamed on the **City’s YouTube channel** because of an audio-visual issue in Chambers. Live streams have closed captions.
- **Archive:** regular meeting videos from November 2018 on are on the City’s webcast page.
- **Summaries:** after each regular meeting, the City posts a short **council meeting summary** on the Mayor and Council page. It’s the quickest way to catch up.

## Writing to council

**Formal correspondence** is published on an agenda and becomes public record.

1. Address it to **Mayor and Council**.
2. Include your **first and last name and residential street name**. Anonymous letters aren’t accepted.
3. Include only what you’re comfortable making public.
4. Email **[cityclerk@princegeorge.ca](mailto:cityclerk@princegeorge.ca)**, or mail it to the Corporate Officer, 5th Floor, City Hall.
5. It must arrive by **noon, six calendar days before the meeting**: the Tuesday before a Monday meeting, or the Thursday before a Wednesday meeting.

Letters about a scheduled agenda item that arrive after the agenda is posted, but before noon on meeting day, go to council as a handout and are added to the amended agenda.

Letters that aren’t tied to a scheduled item may be placed on a future agenda at the City Manager’s discretion.

**Informal contact** (email or call individual council members) isn’t published, but it is subject to freedom of information law. See [city council](https://princegeorgepulse.ca/civic/city-council/) for contact details.

## Presenting as a delegation

A delegation is a short in-person presentation to council.

1. **Apply at least two weeks before** the meeting using the delegation request form. Spots are first come, first served.
2. **Submit slides or materials 12 days before** the meeting.
3. Legislative Services will tell you if your request is approved. Some topics are sent to staff for a response instead. Section 22 of the Council Procedures Bylaw lists what isn’t accepted.

## Public hearings

Public hearings are required for **OCP amendments** and **rezonings that don’t match the OCP**. Council’s job at a hearing is to **listen**. Members may ask clarifying questions, but won’t debate speakers.

**How to take part:**

- **In writing:** email [cityclerk@princegeorge.ca](mailto:cityclerk@princegeorge.ca), fax 250-561-0183, use the online comment form, or deliver to the 5th floor of City Hall **before noon on hearing day**. You can also hand in written material at the hearing before it closes.
- **In person:** Council Chambers. Be there when the Chair calls for speakers.
- **By Zoom:** meeting ID **848 2979 7394**. Use Raise Hand to join the queue.
- **By phone:** dial **1-778-907-2071**, enter meeting ID **848 2979 7394**, press `#` for the participant code, then `*9` to raise your hand and `*6` to unmute.

**At the hearing:**

- State your **name and address** for the record.
- You get up to **10 minutes** the first time and **5 minutes** for any later turn (new information only).
- Slides must be sent to staff **before noon** that day.
- Be respectful. Personal attacks and outbursts aren’t allowed.

**Privacy:** hearings are public and recorded. Your name, address and comments become part of the permanent public record.

## Land use items without a hearing

Rezonings that are consistent with the OCP, variance permits, temporary use permits, road closures, and liquor and cannabis licence referrals go to council **without a public hearing**. You can still send **written comments** by noon on the meeting day. Upcoming items and notices are listed on the City’s participation page. See [public notices and engagement](https://princegeorgepulse.ca/civic/public-notices-and-engagement/).

## Committees and boards

Council uses committees for detailed work and community advice:

- **Standing Committee on Finance and Audit** (four councillors)
- **Standing Committee on Intergovernmental Affairs**
- **Advisory Committee on Accessibility and Inclusion**
- **Prince George Heritage Commission**
- **Prince George Public Library Board**

Community members can apply when positions open. **Now recruiting:** four seats on the **Library Board** for December 1, 2026 to November 30, 2028. Applications close at **5 p.m., October 29, 2026**. You must be a Prince George resident or elector and pass a criminal record check.

## Other requests to council

- **Council resolutions supporting a Northern Development Initiative Trust grant:** submit at least six calendar days before the meeting.
- **Proclamations and flag raisings:** see the Mayor’s special requests page.
