Attendance
Marked absent on every recorded vote of 3 of 94 meetings, and on some votes of 1 more. The minutes give arrival and departure times.
How this is counted
- Each row is one vote as the City of Prince George published it in its council voting summary for the meeting: the item, the resolution text, each member’s mark (Yes, No, Absent or another mark as printed), the decision and the count. We copy the marks and do not infer anything the City did not record.
- The adopted minutes are the official record. We read them too: they add the mover and seconder, and we compare the decision and the members the minutes name as opposed with the summary. Where the two differ, the vote is shown with a note and left out of every count. Unanimous votes appear in the minutes as “Carried Unanimously”, without names.
- Only council meetings are covered (regular, budget, special and inaugural meetings), not committees or closed meetings. Procedural votes (adopting the agenda or minutes) count like any other vote.
- Split vote: at least one member voted against. In the minority: on a split vote, the member voted on the side that did not prevail (a tie defeats a motion, so on a tie those who voted for it are counted here). Lone opponent: the only member who voted against.
- Absent: the summary marks the member absent for that vote. That includes leaving the room for one item, for example after declaring a conflict of interest; the minutes say why. A meeting counts as missed when the member is marked absent on every recorded vote of it, and as partly attended when absent for some of them (arriving late or leaving early). Under the Community Charter a member present who does not vote is counted as voting for the motion.
- Topics are our own keyword grouping of the item titles, for filtering only.
- A few meetings have adopted minutes but no published voting summary; they are listed with their minutes and not counted, since the minutes name only the members opposed.
- These are counts only. Read the resolution and the minutes for the context of any vote.
